Timothy A. Glassco, Esq.

Tim has over two decades of legal, policy, and legislative advocacy experience. He has advised a range of clients on issues before the state and federal government and advocated for clients before host countries where U.S. companies operate.

Following nine years with Cross Oak Group, where he advised a range of companies and nonprofits operating in or expanding into Texas on state policy and budget matters, Tim launched Hilltop Public Affairs in 2025. Prior to Cross Oak Group, Tim served as Managing Director for the Austin office of FTI Consulting in the Energy and Natural Resources Strategic Communications practice. There he focused on LNG export policy and physical commodity trading client matters, including infrastructure development.

Before returning to Texas, Tim worked for nearly six years in Washington DC at the Podesta Group, working in varied client issue areas including LNG export policy development, physical commodity trading, infrastructure and international sovereign representation, among other issues. 

Prior to the Podesta Group, Tim was an associate attorney for six years at Patton Boggs (now Squire Patton Boggs) law and lobbying firm in Washington, DC, where he advised clients on energy, transportation and infrastructure, automotive industry, and international sovereign matters. Energy client matters at Patton Boggs included successfully advocating for the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006 and forging a government-industry compromise on Corporate Average Fuel Economy (CAFE) standards in 2007. Prior to law school, Tim gained valuable experience as a management consultant for clients like the former AMR Corporation in Dallas and Halliburton in Houston.

Tim is active in charitable causes like the Austin Sunshine Camps and the Texas Parks & Wildlife Foundation, is past President of the Board of Governors of the University of Kansas School of Law, and has been admitted to the bars of Kansas, the District of Columbia, and the Supreme Court of the United States. He holds a J.D. from the hilltop of the University of Kansas School of Law and a B.A. in Business Administration from the hilltop of Southern Methodist University in Dallas.
